Default Green Peppers, to mulch or not

Several years ago I read in the Organic Gardening magazine that you should not mulch pepper plants. They claimed that peppers do not like cool roots. So I have never mulched the peppers in my raised beds. The thing is, the raised beds dry out fast. Our city has raised water rates 20% and they will continue to raise 5% every year from now on. So, I am mulching everything heavier than usual. So what do you think can they be mulched?? Does anyone mulch pepper plants??

Yes. Wait until the soil has warmed up, maybe mid June, but they can be mulched and mulched heavily. And I do mulch mine, I mulch everything.
