I'd hazard a guess that this was maybe partially intentionally done by the agency in charge.
What I mean is that the centre of a tropical cyclone can often be really difficult to pinpoint exactly, so a guess is done. If the storm doesn't appear to be moving much, like this was doing, maybe the meteorologists can have a little fun and make the past history of the storm look cool without actually hurting the integrity of the official track.
Just a guess, mind you...
