its a tough debate but its basically just semantics. I would prefer to call a tornado that moves across a body of water a tornado for the sake of simplicity. That said, a typical summer waterspout forms by totally different means and many times they are not even associated with thunderstorms. They will simply form below developing CU as the updraft stretches a column of vertical vorticity. In that sense, they are very similar to landspouts. That said, a tornado is really very loosely defined and covers all of these forms.
